Are escort services legal?

My friend is going through a rough time in the romantic department, and he's currently arranging to meet a girl that works for an escort service (a real upscale one according to him). I kept insisting that he not do it because I was so sure it was illegal to hire a woman like that. He keeps insisting that it's just an escort service and it doesn't break any laws. Is he right or am I right?
