Decorating a crappy dorm?

Today, my worst fears were confirmed. I got a dorm on the basement, and it's the same dorm that was empty last year where they placed people for a few days that had moved out with their roommate. I had to stay there for a night; a bright light was shining through the window, you could hear the piping from the higher floors and people stomping, and the lock on the bathroom door didn't work. I hated that single night so much I was ecstatic that I was able to move back up to my room on the fourth floor. Now, this room is going to be mine for the entire year (I don't have a roommate due to cirstances.) To keep me from shuddering with dread each time I have to enter my dorm, how could I decorate it to make it feel cozy and at home?
