Can dogs get hemarhoids? What signs should I look for if it's an gland problem?

She is a 4 yr old Pit Bull/Dachshund and she has been licking & scooting aggressively for 2 days which is causing a lot of redness, etc. She will NOT let me get near anything down there either.
